PYTHONPATH unnecessary with PythonWin?

On Windows, the initial value of PYTHONPATH is stored in the registry:

  HKEY_LOCAL_MACHINE\
    SOFTWARE\
      Python\
        PythonCore\
          2.3\
            PythonPath
