The config file may be edited by a non-programmer. It is a safe assumption
that he will expect KEY=value, key=value and Key=value to affect the same
option.

Untested:

class CaseSensitiveSafeOptionParser(SafeOptionParser):
    def optionxform(self, optionstr):
        return optionstr
