Perceived optparse shortcomings

Well, I tried this and got the error I expected:
    $ cvs co -z3
    cvs checkout: No CVSROOT specified!  Please use the `-d' option
    cvs [checkout aborted]: or set the CVSROOT environment variable.
.. but now I see that it doesn't actually work that way:
    $ cvs diff -z3
    diff: invalid option -- z
