There is a Indian Zope and Python Users Group web site 
(http://www.izpug.org/), with a mailing list at 
http://groups.yahoo.com/group/izpug/. However it has never been active 
of late. How about working to make that a success?? :)

Join the linux-india-programmers at sourceforge.net mailing list at 
https://lists.sourceforge.net/lists/listinfo/linux-india-programmers . 
This list is language (and even platform) agnostic, and there are quite 
a group of good python programmers here.
