Encoding of file names

Just to eliminate the obvious, you are calling os.path.join() with the 
parent name before calling isfile(), yes? Something like

for f in os.listdir(someDir):
   fp = os.path.join(someDir, f)
   if os.path.isfile(fp):
     ...
