I can't parse that.  It says two contradictory things.  Sentence 2
says that if something essential is not in the (Python) distro then
the (Python) distro maintainers have screwed up.  Sentence 1 says
it's the Fedora maintainer's job to deal with it.  Huh?

With software, I don't think you're right.  With documentation, I
don't have a sense of whether you're right or not, but I hope you
aren't right.
