I didn't get this error.  Did you forgot to install one of the
libdb${version}-devel packages:

    $ cygcheck -cd | grep 'libdb.*-devel'
    libdb2-devel            2.7.7-4
    libdb3.1-devel          3.1.17-2
    libdb4.1-devel          4.1.25-1
    libdb4.2-devel          4.2.52-1
