You haven't mentioned which operating system you are using.
For Windows, PySQLite binaries are available at
http://initd.org/tracker/pysqlite
For Linux/BSD, use your favorite package management software (yum in
Fedora, urpmi in Mandrake, emerge in Gentoo, apt-get in Debian,
pkg_add in FreeBSD), etc.
For Mac, use Fink.
