I've often wondered this.  I was thinking more along the lines of a
scriptable Python editor like Emacs.

The only thing I've noticed is:
CUTE - *nix only. - (http://cute.sourceforge.net/)

ViImproved - (http://wiki.python.org/moin/ViImproved)
