Possible error in 'dive into Python' book, help!

I tried to reproduce your problem with the sample file you gave, 
but it gasped, wheezed and died with a traceback about entities. 
  Likely for not also having this kgp.dtd file (and any other 
external files it references in turn).

Care to post that file too? (of copyright allows...)
