Can't connect to Oracle DB via DCOracle2 as sysdba

Hi,
how can I connect please to DB Oracle9i
via DCOracle.Connect as SYSDBA?

as usually mit sqlplus in command line:
sqlplus "<user>/<password> as sysdba"
