Not at all complicated. My solution:
>>> A={'one':['A','B','C','D'],'two':['H','I']}
>>> [x+y for x in A['one'] for y in A['two']]
['AH', 'AI', 'BH', 'BI', 'CH', 'CI', 'DH', 'DI']
