Generating pdf files in epydoc on Windows

OK, I have these installed now, but apparently epydoc can't find them 
and I don't know how to teach it to find them.

   Error: latex failed: [Errno 2] The system cannot find the file
          specified

epydoc does creates some .tex files when I ask it for .pdf o/p.
