You may have missed part of the discussion.
Today's GNU emacs will still run with most of its features
(even keyboard-driven text-drawn menu) when you run
it on a GUI-less environment.
At the same time, today's GNU emacs, when run on a GUI,
will be able to pop up file-selection menus, display colors, etc. etc.
