why did these companies choose Tcl over Python

Have you tried both or just Tcl?  I've seen examples of both and they
look about equally simple to set up.
http://docs.python.org/ext/high-level-embedding.html shows a Python
high-level example.  Many companies use the kind of simple embedding
shown there in real-world projects.
