QT , Wxwidgets are not just UI framework ?

Both Qt and PyQt *ARE* open-source AND free (libre) software.
Qt is GPL and LGPL (you choose) and PyQt is GPL only.

If you don't like GPL or LGPL (why wouldn't you ?!?) then you can also 
get a commercial license too.
