LGPL license for Qt 4.5

It means that:
- If Riverbank keep their dual GPL licensing scheme, somebody else
will make an LGPL 'QtPython' instead.
- If Riverbank change PyQt to LGPL, they will loose most of their
revenue form PyQt.
