Maybe Python semantics make it more difficult to optimize than those
other languages. For example, in
a = foo.bar(1)
b = muggle()
c = foo.bar(2)
it is not ok to cache the value of foo.bar after the first assignment.
Maybe the second one goes and modifies it through foo.__dict__ .
