    CPAN is a repository.   PyPi is an collection of links.

    CPAN has over 260 mirrors.  PyPi has none.

    CPAN enforces standard organization on packages.  PyPi does not.

    CPAN has quality control, with testers and a test reporting system.
    PyPi does not.
