distutils, cygwin, 'not a regular file'

So, what is not a regular file about this?  Is there any way to find out 
which files are being considered irregular?

$ uname -a
CYGWIN_NT-6.0-WOW64 pwatson 1.7.7(0.230/5/3) 2010-08-31 09:58 i686 Cygwin

$ cat setup.py

from distutils.core import setup

setup(
     name='xlsexport',
     version='0.3',

     py_modules=['xlsexport']
     )

$ python setup.py sdist
