You might combine shlex and glob:

def parse_and_expand(s):
    parts = shlex.split(s)
    expanded = []
    for part in parts:
        matches = glob.glob(part)
        if matches:
            expanded.extend(sorted(matches))
        else:
            expanded.append(part)
    return expanded
