pip which should be installed with Python3.62 doesn't work in windows

The best way is to use the Python "launcher" py.exe, which should be on 
the search path, so instead of, say:

     pip install regex

you would write:

     py -3.6 -m pip install regex

This ensures that it's installed into the correct version of Python (in 
this case v3.6).
