Namely $EDITOR (for some value of ed/vi/vim), a shell (usually
bash, ksh, or /bin/sh), a VCS (usually git, subversion, rcs, or
fossil, though sometimes CVS or Mercurial), and a whole suite of
other battle-tested tools that work together.
