Web Mania will do you all that and more for the absurd price of 
£20/year. I just wouldn't use them for anything important (at that 
price, I thoroughly expect them to drop off the face of the earth any 
second). Security may not be up to much either.

They don't list Python as a feature, but they have 1.5.2 and 2.2.2 
installed and you can run them as CGIs.
