Pipex do a deal for £19.99 + VAT which comes out to £23.44 or some such...

IIRC there is not set-up fee. Not sure about the lock-in periods... used to
be 12 months when I started - 2 years ago - but now I think there is only a
1 month cancellation notice required.

Also worth noting... you have no limitations on running services like web
servers etc. I know some of my friends are only allows to have authenticated
servers running on their ADSL...
