Yes, I am trying to refrain from getting too detailed.

It's just (a) if you do it that way then part-way through the dojo we
could have a complete and working "human v human" Tic Tac Toe game, and
it's nice to have intermediate targets, and (b) it is compulsory to
include a Wargames reference when implementing Tic Tac Toe ;-)
