[python-win32] XP sanity check

Okay ignore that. The problem was pywintypes which is really looking for
PyWinTypes21.dll (in this case) which has to be in a system path, rather
than in the Python path, which it doesnt appear to look through.

It was in the Path on my box and so the script was working, but it wouldnt
be on an installed machine and would hence fail. I think thats it anyway...
