[python-win32] Getting new thread's ID (not handle)

It is in the win32api module.

It looks like GetThreadId is what I need, but I can't find that in any of 
the win32* modules. I do see CreateThread in CVS in 
Pythonwin/win32thread.cpp, but I don't have a win32thread in my 
installation.
