[python-win32] PythonWin Not starting - Windows Server 2003 OS

Yeah, I know this is a pretty vague question. I'm willing to try to debug it
myself. Could anyone point me towards where to start? Is there a error log
file somewhere or any known issues with Windows Server 2003?
