[python-win32] Connection to Oracle DB via TNSNames file

I'm using Python 2.6 and would like to be able to connect to an oracle
database that utilizes TNSNames file. I can't seem to get the connection
script correct.  Would someone please help me.  I'd really like to not have
to load additional libraries since I'm developing a tool within another
piece of software and I doubt if other individuals will be able to download
additional libraries.
