IESHIMS.DLL and WER.DLL are "delayed dependencies" -- see the
hourglass? That means they don't have to be present unless they are
actually called, and the tools that need them won't call them if they
aren't present.
MSVCR90.DLL is a "side-by-side" DLL, which means that it is
version-stamped. It is possible (although I don't know that this is the
problem) that pythoncom27.dll links to a different version of it than
python27.dll. You might try installing the Visual C++ 2008 SP1 runtime
update to see if that helps:

Fortunately for everyone involved, the Visual Studio team abandoned the
side-by-side stuff in Visual Studio 2010.
