[python-win32] Does pywin32 support SD card operation(IOCTL_SFFDISK_QUERY_DEVICE_PROTOCOL)?

Why are you adding a dot?  That's a mistake.  You want  just "\\\\.\\E:"
.  Remove the  +'.'
