You should associate Python with .py and .pyc file.
Use PocketTweak, SmallTweak, or other utility for that.
There are other ways, but it's easier with these Free softwares.

Maybe %1 should be placed inside quotes if you do it with registry 
editor.
But we don't have to worry about these details when we use PocketTweak,
SmallTweak.
