I guess you HKCR/.py key is set to Python.File? Well, then you can set
HKCR/Python.File/DefaultIcon to, e.g., \Program
Files\Python\Lib\Python.exe,0

    Does anyone know how to set the icon that is displayed in the start
menu or file menu for  .py files?

I tried the Registry, but could'nt seem to make it work.
