[PythonCE] Building win32com on windows CE

The reason why is because, as far as I know, nobody has actually done the work to port win32com to WinCE and provide a makefile. If comtypes can do what you want then I would recommend trying that instead because, being written in Python, it is more portable and easier to modify and test.

  I was able to build both python on and windows extension packages for windows CE using the make file command of nmake all, but the build didn;'t include the COM (win32com) packages, and I am not sure why it didn't or how to do it. So I appreciate any kind of help at this moment.
