Jared,
the TMPL resource isn't all that interesting: it is there so that
ResEdit and Resourcerer allow you a slightly more decent editing
interface than undocumented hexadecimal numbers.

The best way to do this is really to simply drop your program on
EditPythonPrefs and set the no-console setting that way. If you really 
want a .r source file you can then always derez the result.
