[Pythonmac-SIG] ctb broken on 2.1b2?

There seem to be two problems here:
1. Ctb isn't supported under Carbon, Apple doesn't provide the ctb API there.
   This should be in the release notes, let me check... No, it wasn't there.
   But it is now, thanks!
2. The ctb module should be included for the ppc runtime model, if it is
   missing from 2.1b2 that's my mistake. I'll check tonight.
