W and Framework are used by the IDE, so it's definitely not a dead
end. The API might change when we move to Carbon Events, though,
especially the event-handling-override and event-routing code of
Framework.

I'd be interested to know how many people use this, to see how
important backwards compatibility is (which may ultimately come in the
form of two Framework versions, of which one continues to use
old-style events).
