Yes and yes, although these two things are not at all related. You can
build apps without Project Builder (using bundlebuilder.py, see the
various buildapp.py scripts in the PyObjC Examples section), yet still
use Interface Builder. You can create a Python template from a nib with
the nibclassbuilder tool.
