[Pythonmac-SIG] use of time.time() in macostools.touched()

While chasing down a permissions problem with using
macostools.copy() I noticed that macostools.touched()
uses time.time() to get a value to pass to SetDates().
This seems wrong to me since I thought that the epochs
used by Python's time module and the Finder were
different. I checked SourceForge and this issue
appears to still exist in the current macostools.py
module.
