[Pythonmac-SIG] BROWSER env var won't work under Panther

Hello.

I have installed Fink's Python23 and have built VPython successfully. 
Under Jaguar, I could set the env variable BROWSER=open and that 
allowed me to access help from inside IDLE. This isn't working under 
Panther. How can I get docs to come up when pressing F1 from inside 
IDLE under Panther?
