[Pythonmac-SIG] PackMan engine version 0.4 available for testing

Folks,
pimp 0.4 is available for testing, it's in the experimental database.

Please give it a try, before I make this official I need to now that
- it works at least as well as the old one for normal users
- it actually addresses the various issues raised by the people who
   voiced them earlier this month.
