[Pythonmac-SIG] Numeric 23.6 and vecLib (Apple's optimized implementation of BLAS)

I've patched Numeric 23.6's setup.py to link against Apple's BLAS 
implementation.  It shouldn't cause any problems for other platforms:

A Numeric 23.6 installer for Mac OS X 10.3 and later (using the stock 
Python 2.3 interpreter), built with py2app 0.1.5's bdist_mpkg command:
