As Bob wrote, wx seems to be the best cross-platform choice.
Regarding 3-tier bussiness apps you should have a look at dabo (based on wx); it's not yet mature and esp. strange on OSX, but perhaps you can help them.
Regarding client-server stuff I'd suggest twisted (huge framework of network stuff, event based).
