A little googling turned up the following interesting-sounding open- 
source packages:

Gamera project (Python-based OCR)

ocrad
http://www.gnu.org/software/ocrad/ocrad.html

I haven't tried any of these.  The 'ocrad' software is available  
through DarwinPorts.
