Mostly because my primary platform is 10.4 and I already have  
installed AquaTclTk on my 10.3 test system. This makes testing the  
bundled installation hard. Doing it correctly also isn't entirely  
trivial: you have pick the subset of AquaTclTk that is needed for  
_tkinter because of the size of the full package and make sure that  
the bundled subset won't replace whatever the user has already  
installed.
