[Pythonmac-SIG] Should Python.app be an LSUIElement = 1 app?

It should be fixed in the 3.1 branch. I've spent about half a day to  
fix issues in IDLE because some helpful sole had applied "fixes" that  
broke idle unless you installed newer version of the Tcl/Tk framework.
