[scikit-image] Future of nose and issues for scikit-image

Hi all,

I agree with Stéfan that a forward-looking clean break would be best.  It looks like a rather large undertaking though, judging from https://github.com/matplotlib/matplotlib/pull/5405 <https://github.com/matplotlib/matplotlib/pull/5405>.
