[scikit-learn] Add MAPE as a new metric

 Following @amuller suggestion in issue 10708
<https://github.com/scikit-learn/scikit-learn/issues/10708>, I submitted a
PR to add MAPE as a new metric. @jnothman <https://github.com/jnothman> has
already approved it. It would be great if someone else could review it as
well to prepare for a potential merge.
