[scikit-learn] scikit-learn twitter account

I'm 100% on re-purposing: people already follows the scikit_learn account.
I'm not sure an account with commits will be really necessary... developers
watch the github repo...
Anyway, IMHO, the important thing is to keep the already active account for
announcements.
